The Government has obliged all participants in the development process to prepare and register development projects in the electronic document management system (e-Delivery) starting from July 1 of this year.
This measure is part of efforts to strengthen project management and support the implementation of the National Vision for Development until 2050. The Directive aims to ensure that all information about projects is recorded in a single national system covering the entire project lifecycle: from preparation and evaluation to implementation, monitoring and control.
Speaking in Arusha during the first stage of training on working with the National Development Plans and Projects Management System, Salome Kingdom, Director of Execution, Monitoring and Evaluation at the National Planning Commission (NPC), said that all ministries, independent departments, government agencies, regional administrations and local governments will be required to use this system. «Starting from July 1 of this year, all development projects, whether new or ongoing, must be prepared, registered and reported through the e-Delivery system. The government has decided that no project will be considered outside of this system», she said.
The system was designed to address issues hindering the implementation of projects, including delays in providing information, weak monitoring mechanisms, and the lack of a unified platform for managing development projects. In addition, the mechanism will help ensure that projects meet the national priorities set out in the National Vision for Development 2050, as well as medium- and long-term development plans.
The assessments carried out during the implementation of the Vision for Development 2025 showed that many projects were carried out without comprehensive documentation, which made it difficult to make informed investment decisions and effectively allocate resources. «Project documentation is the most important tool for planning, implementation and monitoring. Without accurate basic information, it is difficult to make decisions that make a meaningful contribution to national development», she said.
The e-Delivery system will be integrated with other government systems to provide real-time information on planning, budgeting, financing, procurement, and project implementation. The system is expected to enhance transparency, accountability, and efficiency, allowing the government to closely monitor progress towards achieving the goals of Vision 2050.
In turn, Josefat Odondo, Monitoring and Evaluation Manager at TANESCO's head office, added that the training will help ensure proper documentation and detailed analysis of projects to increase efficiency and contribute to achieving the goals of Vision 2050. The training was attended by specialists in planning, monitoring and evaluation, as well as IT experts from various government agencies before the official launch of the system on July 1.
